Goblin Shredders have proven time and again to be useful in many applications, such as in logging and transportation. This model has been repurposed for use by S.C.R.A.P.

This mount seems to be chance loot from S.C.R.A.P. Scrubber Deluxe loot boxes which can be obtained from Angelo Rustbin in exchange for a Gunk-Covered Thingy. Gunk-Covered Thingies have a chance of being found during S.C.R.A.P. Digging events in Undermine, but only after you reach Renown rank 11 with Cartels of Undermine and speak to Smaks Topskimmer, their renown quartermaster to learn the ability. Yes, it's complicated.
