These boxes are part of an 'emissary' or 'paragon' reputation system, where you're awarded a new box each time you gain a certain amount of extra reputation past Exalted. To unlock the Darkfuse Solutions faction and begin earning reputation, you must first defeat Chrome King Gallywix in the Liberation of Undermine raid and return to the Incontinental Hotel. There should now be an 'Overly-Sealed Letter' on the concierge desk that starts a quest leading to Sitch Lowdown.
