Argent Tournament
Argent Tournament mounts are available from the various quartermasters at the Argent Tournament in Icecrown, Northrend. They are purchased with Champion's Seals, which are earned primarily from daily quests. Some also require additional gold. You must have earned 'Champion' of a quartermaster's faction before you can purchase their mounts. Your reputation with a particular faction may decrease the gold cost of some mounts, but not the Champion's Seal cost. You can find handy guides to the Argent Tournament at both Wowpedia and Wowhead.

Shadowlands Covenant Features
These mounts are available through special features associated with each of the four Shadowlands covenants. Each covenant's special feature has a different format, and Wowhead has special guides for each: The Ember Court for Venthyr, Queen's Conservatory for Night Fae, Abomination Factory for Necrolords, and the Path of Ascension for Kyrian. For the Ember Court and Queen's Conservatory, the mounts are awarded as low-chance rewards for completing the feature for the week, usually also associated with the particular guests or spirit types you choose. The Necrolord Abomination Factory offers the mounts for direct purchase once you reach Exalted with the Stitchmasters (not difficult), but the 5000 Reservoir Anima cost per mount is expensive. The Path of Ascension offers a mixed approach: three of the four mounts can be purchased for 2500 Reservoir Anima once you have completed specific achievements in the feature, while the fourth mount is awarded directly after defeating a specific opponent on a specific difficulty.
