This shredder can be purchased from Boatswain Hardee, the Blackwater Quartermaster in Undermine, when you reach Exalted with Blackwater Cartel. Hardee is located in the Port Authority building just east of the Demolition Dome, at the north end of the Blackwater Marina lake.
