This mount is a rare drop from the rare elite Darkfuse Precipitant in Undermine. This NPC can be spawned using a Canister of Darkfuse Solution which can be purchased from Sitch Lowdown upon reaching Friendly with the Darkfuse Solutions. You can also keep an eye out for someone else summoning the Darkfuse Precipitant.

To unlock the Darkfuse Solutions faction and begin earning reputation, you must first defeat Chrome King Gallywix in the Liberation of Undermine raid and return to the Incontinental Hotel. There should now be an 'Overly-Sealed Letter' on the concierge desk that starts a quest leading to Sitch Lowdown.
