This mount is available to all eligible characters on your account.
Level 10
Apprentice Riding (ground)
Expert Riding (flying)

Notes:

This mount is awarded for an achievement related to Overcharged Delves - a special 'challenge-mode' version of delves added in Patch 11.1.7. You need to earn enough Titan Discs to unlock all of the skills in the Overcharged Titan Console. See Wowhead's Overcharged Delves Guide for more information on this game system.
