This mount can be found in a Blackwater Trove loot box, which can be obtained from Boatswain Hardee upon reaching Exalted with Blackwater Cartel in Undermine. At this stage we don't know if the mount is a guaranteed drop or a chance drop that will require grinding of repeatable / weekly quests.
