Most of the Runekeys can only be obtained while you're in the Special Assignment / Storm phase of the zone, which you can access by first completing the zone's weekly quest, Serpent's Wrath and then talking to Suzie Boltwrench in the main quest hub.

These can be obtained (randomly) from treasures and chests around the isle (any phase) and also from Seafarer's Caches which can be found in the surrounding waters (non-Storm phase) after you've received the 'Blessing of the Seadweller' buff by completing the zone quest, Dipping a Toe.
- Torrential Runekey: has a chance of dropping from any NPC in the Special Assignment / Storm phase.
- Turbulent Runekey: can be assembled from 3 unique Turbulent Fragments. which are all found in the Special Assignment / Storm phase. These can be obtained: (i) a dirt pile in the garden of an old inn, around 38.2, 51.8, by a ghost; (ii) a small crystal by a ghost inside the Rotting Hole cave in the south-east, around 67.1, 78.4; a small crystal in the hands of a ghost in the Spirit-Scarred Cave, around 52.4, 38.6.
