This mount can be looted from the Final Clutch of Predaxas in Voidstorm. This treasure cache is located in a cave around 48.7, 78.5. In the cave you have to navigate a path through constantly-changing electric fields in order to reach it. The fields appear as circles on the ground and you need to move very quickly as you'll be sent back to the entrance if you touch one.
