This mount can be looted from the Final Clutch of Predaxas in Voidstorm. This treasure cache is located in a cave around 48.7, 78.5. In the cave you have to navigate a path through constantly-changing electric fields in order to reach it. The fields appear as effects circles and you'll be sent back to the entrance if you touch one.
