This teal-grey mawrat is marked as dropping from Mawsworn Supply Chests in Zereth Mortis. These chests can spawn in a number of different locations in the zone (follow the link for a map on Wowhead), but we haven't yet confirmed if it's simply a low-chance drop from any of them.
