This green mawrat drops from Rhuv, Gorger of Ruin, a rare-spawn in the Endless Sands of Zereth Mortis. Rhuv serves as the mount of Iska, Outrider of Ruin, but Iska only attacks once Rhuv is defeated, and it is Rhuv that can drop the mount.
