The source of this mount is listed as 'Ritual Site: Broken Throne'. Ritual Sites are a feature coming in Patch 12.0.5 but we don't yet know how you're able to earn this mount through them.

Travel Mode:

Ground (+60% or +100% speed)

Speed depends on your riding skill.
