This eerie red fish is awarded by an achievement The Derby Dash, which is related to the Mereldar Fishing Derby. During the tournament you must catch all the listed fish, which appear in various Khaz Algar zones, within the time limit (which you can see on your Derby Dasher buff).

The event only runs on Saturdays, US time, and you need to speak to Captain Oathmyt, south of Mereldar (around 44.2 61.6), to begin
