This customizable mechanical feline can be created through the Junkyard Tinkering feature on Mechagon. Tinkering is facilitated through Pascal-K1N6 <Junkyard Tinkering>, a robot you unlock while completing the Mechagon intro quests. You can upload blueprints to Pascal-K1N6, and he'll create handy objects for you, once you provide him with the right materials.You can buy the requisite blueprints for this mount - Blueprint: Mechanocat Laser Pointer - from Cork Stuttguard after he's unlocked.
Marvelous Martini in Mechagon can recolour your Mechanocat if you happen to find one of eight paint vials for him:
