This elegant mechanical parrot mount is the reward for achieving Battle for Azeroth Pathfinder, Part Two, which requires completing content in Nazjatar and Mechagon, released in Patch 8.2. Battle for Azeroth Pathfinder, Part One is also a prerequisite.
